This will be accomplished by enacting religious laws contrary to the Bible.

It states that according to this prophecy the U.S. will enforce National Sunday Observance inspiring the entire world to follow its example. This universal mandate will require obedience to a law which is contrary to God's fourth commandment to 'Remember the Sabbath day and keep it holy'. All who submit to this law will receive the 'mark of the beast'.
